Minimum Qualifications
Competitive Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 56.2, 70.1 and or 70.4 of the Civil Service Law.
Transfer:
For 52.6, 70.1, or 70.4 transfer to a Supervising Computer Operator, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.
Appointments via transfer must not result in second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Senior Computer Operator.
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties
- This position resides on the Computer Operations team in the bureau of Operations Services within the Chief Information Office.
- Supervise and assist in the print processing of checks, direct deposits, tax forms, business correspondence etc. and ensure the finished product is completed according to standards.
- Assist staff with analyzing issues and/or errors with batch jobs and providing guidance with corrective measures.
- Ensure system or production issues are reported to the appropriate technical teams for resolution.
- Communicate decisions, issues, status, and pending matters to the appropriate staff.
- Maintain inventory of supplies, stock and materials required for daily operations.
- Identify, document, and make suggestions to address any defects, inefficiencies, or general improvement opportunities.
- Verify all operational logs are accurate, updated, and verify staff are complying.
- Communicate issues to vendors to assist in their troubleshooting activities.
- Create procedures in enterprise batch scheduling software according to instructions provided by technical staff.
- Perform necessary actions to ensure proper execution of batch schedules.
- Monitor enterprise batch schedule progress and report issues to the appropriate technical teams for resolution.
- Review daily batch processing schedules and instructions with Operations staff to ensure they have a clear understanding of the task required to successfully execute the batch schedule.
- Analyze job failures and take appropriate action to communicate and resolve the issue, following run book documentation or additional business user instructions provided.
- Monitor and ensure predetermined goals and objectives are met.
- Communicate expectations to team when goals and objectives change or are updated. Meet regularly with staff to provide information about employment expectations, policies, and programs.
- Review timecards and approve/deny leave requests.
- Ensure overtime is assigned in a manner consistent with union and agency agreements.
- Maintain appropriate staffing levels.
- Participate in the recruitment and hiring of new staff.
- Complete employee performance programs and evaluations.
- Oversee staff training and development programs, evaluate the performance of direct reports and their staff as appropriate; perform daily supervisory tasks.
- Model appropriate behavior and set a good example for others through statements and actions.
Knowledge, Skills & Abilities
- Demonstrated experience working in a team environment and independently.
- Excellent oral and written communication skills.
- Demonstrated experience in IBM Operational Support - Supporting mainframe computer operations, console functions and activities, and functions associated with IBM-HMC consoles.
- Strong troubleshooting, problem solving, and organizational skills.
- Ability to successfully manage multiple tasks and deadlines.
- Demonstrated ability to maintain productivity and quality control standards in a fast-paced environment.
- Demonstrated reliability and dependability under varying shifts and conditions.
- Excellent interpersonal skills.
